Heights are exact — every plant is scaled to a draw from its declared range, so SPECIES[x].height can be trusted by a placement pass without measuring the mesh. Budgets are the measured worst case over 300 seeds plus headroom, asserted by test/vegetation.test.ts. These are planted on both routed courses by plantCourse; the live count per course is what tools/course-check.mjs reports.
